Article I: Name

 

   Skyline Flyers Radio Control Club (SFRCC)

   Culpeper County, Virginia

   Academy of Model Aeronautics (AMA) # 2974

 

 

 

Article II: Purpose

 

   The purpose of the SFRCC is to assist its members in pursuit of the leisure hobby of modeling. The Club will accomplish this purpose by: providing organized educational and social activities including regular club meetings, events, competitions, demonstrations and displays; and by acquisition of, or arrangement for the use of, physical facilities, informational media, information about hobby supplies, insurance and such other needs as may be directly related to the joint hobby pursuits of the membership.

 

 

 

Article III: Membership

 

o   The annual membership year is January 1 to December 31

o   All members must be a current member of the Academy of Model Aeronautics (AMA

 

 

   Qualifications

o    AMA Membership

o    SFRCC Membershi

 
 

   New Members

o    New applicants must apply as associate members.  All applications must be accepted by a unanimous vote of the Executive Board.  Once accepted by the Executive Board, the new member will be under "associate" status for a period of not less than one year. After one year of associate status the member may apply to the Executive Board for "Senior" status.  The new associate member may not fly solo at the club field until he/she has satisfactorily completed the pilot checkout guidelines.

 

 

   Dues 

  • Associate Membership Dues are $50.00 per calendar year, plus a $25.00 initiation fee for new members.
  • Senior Membership Dues are $75.00 per calendar year.
  • No charge for youth under the age of 18.

 

   Rights and Privileges of Members

   
  • Associate Members will have unlimited access to the SFRC field; may attend all meetings and functions.
  • Senior Members will have unlimited access to the SFRC field; may vote, attend all meetings and functions, and be elected to all positions within the SFRCC.  A member may not hold more than one of the seven officer positions of the Executive Board simultaneously..

 

 

   Life Member

o    Must be age 75 years of age or over with a minimum of 5 years membership to SFRCC.

o    Persons may be granted Lifetime membership in recognition of exceptional service and/or contributions to the Club by nomination for such honor and approval vote of at least 20% of the members of the club who are present, or a minimum of 12, whichever is lower.

o    Lifetime members will not be required to pay SFRCC dues.

 

   Resignation

o    Any member in good standing may resign his/her position by written notice to the Executive Board.

 

   Termination

·         The Executive Board may take disciplinary action against any member and any membership may be terminated for cause by affirmative vote of the majority of the Executive Board for the following reasons: (conviction of a felony crime; willfully commits any act or omission which is in violation of any of the terms of these Bylaws, or the rules of the Academy of Model Aeronautics (AMA), or which is deemed detrimental to the SFRCC, or to model aviation, or eases to have the qualification necessary for membership in the AMA.

 

·         Members will be removed from good standing for failure to pay dues by January 1st.

o    A quorum is necessary to conduct business with the general membership at a routine monthly meeting or any special meeting.  A quorum will consist of at least 20% of the members of the SFRCC, or a minimum of 7 including 2 executive officers, whichever is lower.

 

 

 

 

Article IV: Executive Officers

 

   Officers

o    The Executive Board shall consist of seven elected positions (the President, Vice-President, Secretary/Treasurer, Safety Coordinator, Field Marshall I, Field Marshall II and Field Marshall III).  The Executive Board, consisting of the Executive Officers, shall have responsibility for the control, direction and general management of the affairs and business of the club.

 

   Terms of Office

o    The term of office for the Executive Officers shall be one year.  All elections shall be made secret ballot and the candidates receiving the highest number of votes, for the position in which they are considered, will be elected.

 

   Nominations

o    A Nominating Committee may be appointed by the Executive Board for the purpose of seeking qualified candidates for Executive Officer positions.  Notice to all members of the SFRCC shall be made at least 14 days prior to the election of Executive Officers.

 

 

 

 

   Quorum

o    A quorum is necessary to conduct business with the general membership at a routine monthly meeting or any special meeting.  A quorum will consist of at least 20% of the members of the SFRCC, or a minimum of 7 including 2 executive officers, whichever is lower.

 

   Vacancies

o    All vacancies on the Executive Board may be filled by a majority vote of the remaining members of the Executive Board, and any person so appointed shall hold office for the unexpired term.  A vacancy shall exist when a Board member resigns, is removed, or has three consecutive absences from Board meetings.

 

Any member of the Executive Board who no longer qualifies for his/her elected position, based upon limitations contained within these Bylaws, may, for good cause, be removed from that position by a majority vote of the entire Executive Board.  The Executive Board member subject to such a challenge has no vote on the issue.


 

 

Article V: Meetings

 

   Annual Meeting

o    The annual meeting of the members shall be held in December of each year.  Elections of Executive Officers shall take place at that meeting.

 

   Executive Board Meetings

o    The Executive Board shall meet at least once quarterly at a designated location.  Executive Board meetings may be called by the President or the majority of the Executive Board.

 

The Executive Board may designate any place as the place of meeting for any annual meeting, executive board meeting, or for any special meeting called by the Executive Board.

 

All Executive Board meetings are open to all members.  However, only Executive Board Officers may attend any proceedings that address removal of a member.  The Executive Board may invite the member in question to attend that meeting, if deemed necessary.

 

   Special Meetings of Members

o    Special meetings of members may be called by the president or by a majority vote of the Executive Board with at least fourteen days advance notice, or such shorter time if in an emergency, is given to all concerned.

 

 

 

   Committees

o    Committees shall be designated by the Executive Board as necessary to carry on the work of the SFRCC.  The President may designate a Chairperson of each Committee.  Committee members shall be approved by the Executive Board.  The Committee Chairperson shall be responsible for the actions of his/her committee and will report any committee meeting or action to the Executive Board.

 

   Voting

o    General Issues

   All members may vote on general issues. 

 

o    Election of Officers

   New members may vote in the Executive Board elections after one (1) year membership in SFRCC and be in good standing.  New members are not eligible for Executive Board positions until after one (1) year membership in SFRCC.

 

 


 

   To vote in the Executive Board elections, all members must attend at least four (4) general membership meetings during the current election year, two (2) of which must be the last two (2) consecutive meetings prior to the Executive Board elections.

 

 

   Quorum

o    A quorum is necessary to conduct business with the general membership at a routine monthly meeting or any special meeting.  A quorum will consist of at least 20% of the members of the SFRCC, or a minimum of 7 including 2 executive officers, whichever is lower.

 

 

 

 

 

Article VI: Duties and Powers of the Executive Officers

 

   President

 

      It shall be the duty of the President to preside at and develop agendas for all meetings of the SFRCC; enforce a due observance of the Bylaws; decide all questions of order; call all special meetings; appoint all Committees not otherwise provided for and fill all temporary vacancies with the advice and consent of the Executive Board; represent the SFRCC at public affairs; and perform such other duties as the office may require.  The President shall be empowered to sign checks on behalf of the SFRCC in the absence of the Treasurer.

 

   Vice-President

 

The Vice President will preside in the absence of the President, assuming all his/her powers and duties.

 

 

 

   Secretary/Treasurer

 

It shall be the duty of the Secretary to keep an accurate record of the minutes of all Board meetings; send out all notices of the Executive Board and special meetings; and send letters of thanks to speakers, guests, etc., (in conjunction with the President).  The Secretary will send reminders to members assigned special duties, notify persons and Committees affected by actions taken by the Executive Board, keep an updated calendar of events, enter new policies in policy files, maintain a supply of stationery and answer correspondence promptly (in conjunction with the President).  The Secretary shall maintain copies of letters sent, received, and present a summarized report of the past year’s activities at the Annual Meeting.  The Secretary shall also read the minutes of the previous monthly meeting to the attending members of the SFRCC.

The Treasurer shall receive all monies and shall deposit them in the name of the SFRCC in a federally insured bank approved by the Executive Board.  The Treasurer shall keep a book provided for the purpose of an account of financial transactions.  A Treasurer’s Report shall be submitted, in writing, at every Executive Board meeting, and will give a verbal financial report to the general membership at each meeting.  The Treasurer has authority to sign checks for up to $100.00 for appropriate expenditures of the SFRCC.  Any amounts greater than that must be signed by the Treasurer and the President.

 

   Safety Coordinator

 

The Field Marshall I shall be responsible to ensure that the field is properly maintained and recommend improvement/changes.  The Field Marshall shall be responsible for ensuring existing rules are enforced. 

 

   Field Marshall I, II and III

 

The Field Marshall I, II and III shall carry the duties of the Safety Coordinator in his/her absence. 

 

   Past President

 

The immediate Past President may attend Executive Board meetings, participate in discussions, but does not vote on matters at Executive Board meetings.

 

 

 

 

 

 

Article VII: Safety Rules and Pilot Checkout Guidelines

 

All members of the SFRCC must comply with all AMA Rules and the following SFRCC safety rules.  Failure to comply with all rules of the club may result in disciplinary action or termination.

 

   Safety Rules

 

o    Park only in designated areas

o    No driving on the field for any reason

o    Spectators are not permitted in the pit area or on the flying field. For their own safety

o    Alcoholic beverages are not permitted.

o    An adult must accompany small children at all times

o    AMA Safety Code must be adhered to in all instances


 

o    Trash control is the responsibility of each member

o    All flyers must be current AMA members and SFRCC members

o    All transmitters must have proper frequency identification attached to the antenna

o    No transmitter may be operated for any reason without the proper frequency control device attached; return promptly to control station after use

o    Effective silencers are required for all engines over .10 cu. In. displacement

o    No gasoline engine may be run prior to 9 a.m. Monday-Saturday and 1 p.m. on Sunday; and not after dusk on any day

o    Each flyer is responsible for any damages he/she causes

o    Beginners are the responsibility of designated instructors until competence has been demonstrated

o    Absolutely no flying is permitted over any home or the spectator/pit areas

o    Any violations of these rules are grounds for immediate temporary suspension of flying privileges by any member of the Executive Board

 

   Pilot Checkout Guidelines

 

o    Must be tested by an SFRCC recognized AMA Intro Pilot.

o    Must be able to demonstrate pit safety and preflight procedures.

o    Must be able to takeoff, demonstrate controlled flight maneuvers, and land safely.

 

Article VIII:  Fiscal Year

 

The fiscal year of the SFRCC shall begin on January 1st and end on December 31st.

 

 

 

 

Article IX: Parliamentary Authority

 

All proceedings of the SFRCC shall be conducted under Robert’s rules of Order, newly revised, except as herein otherwise provided.

 

 

Article X: Amendment of Bylaws

 

The Bylaws may be amended at any membership meeting of the SFRCC by a vote of two-thirds, or more in favor of the proposed Bylaw amendment, of the quorum.  The membership shall be notified at least fourteen days in advance of any such meeting.  The proposed amendment shall be tabled for thirty (30) days.

 

 

Article XI: Dissolution

 


 

Notice of Dissolution of the SFRCC shall be published in the local paper for two (2) weeks.  Upon dissolution of the SFRCC, all SFRCC assets shall be liquidated.  All club debts shall be paid from the liquidated assets.  Any remaining funds shall be distributed equally amongst the then current SFRCC members in good standing.
